Latest complaints of 403s has no entries in the shitlist whatsoever.
Are you sure your ISPs or firewall are putting up referrer information properly? The site has anti-leech stuff, so if for privacy reasons it gives different referrer information, you'll get 403s.

If he's behind the college proxy (if one exists) when browsing, that is a potential cause.

This was not a continuous problem before Nov. 15th, but now I cannot access at all. I don't really get a "403 error" but I get:

Maybe they seem to "rip" sites, but it's actually for rendering them on mobile devices.
If so, Opera Mini is disobeying some web standards. It'll take some experimentation to work around this.

A little backstory, btw: those aren't bans at all really; they're the result of some (rather experimental) proxy detection code that also looks hosts up in a couple blacklists; it ALMOST works right, though there's a couple of false positives - and apologies for that.

regarding Opera Mini (and potentially other similar clients), if you're banning 195.189.something or 80.84.something, then you're doing it wrong. Check against http://noc.wikimedia.org/conf/trusted-xff.txt , if the IP in question is in that list somewhere, then you need to look at the X-Forwarded-For header instead and ban that instead.
I understand wakaba's ban system isn't very fine-grained (for example you can't ban someone using an IP that's been forwarded through a specific other IP, or ban based on an IP in conjunction with other request header data), but that will be much less shotgun-blast than banning large swaths of Opera Mini users.
Might take some tweaking to get that data logged in wakaba's database, but it would be worthwhile.
