iichan.net and wakachan.org are different sites with different front pages, but many (if not all) of the boards they link to are the same. Can somebody clarify to me why that is?

So they're not the same? I'm just curious how it all works. Who owns/runs what? Is the iichan administration completely separate from the Wakachan administration? The owners/admins of the individual boards are just people who make a board and then basically ask iichan/Wakachan to link to it, right? Is there a place that describes in a little more detail how iichan/Wakachan, managerially speaking?
iichan.net and wakachan.org both host boards and point at other boards (including each other). They're there so that if one host goes down, it's still possible to reach the rest of the network of boards. There's also communication between both.
So, there's little difference in practice. We're just a bunch of people with a strange hobby.

iiChan, wakachan, iichan.ru, keichan, etc are part of the same network. Unlike 4/ 420/ and 7/, they share boards and it seems to make better sense for such small sites to survive.
Something that I'm not sure I understand:
Do you just link to each others' boards, or does each site have a backup of the other sites' boards?
