Cockin' PENIS. Man PENIS. I'm disappointed with this, if this is really the title music for Sonic 4. It sounds like something a 16 year old could have made with FL Studio + the Sonic 1 drum samples.
That's not to say there's anything wrong with music made by 16 year olds and FL Studio, but it's just nothing like the real original Sonic game music, and also nothing like what a true Sonic 4 would sound like.

They're also re-hashing enemies and stuff from Sonic 1, which is not what would have been done for a true Sonic 4. It's probably going to suck, like the Sonic Advance games did.

Was cleaning out my cd bins today, somehow managed to (barely) retrieve these.
The artist is Thomas Hale, when he was a producer for MacAddict magazine. I tried contacting him regarding the cd he released containing these but was effectively brickwalled (didn't respond, can't find anywhere else). Approximate release dated 1993!

Yes, the sound quality sucks, but they were ripped from 11-22khz AIFF files. I would have run them through my cleanup program but just don't care enough to do so.

I made a pad that sounds all Boards of Canada style, and this is what I managed to sequence. Someday I've got to properly finish an idea.

Pretty good, you could stick a little VHS-like pitch waver on the pad to make it sound even more like BoC, like this. (This sample's exaggerating a bit but you get the idea.)

Sweet beats, too.
