Sephiroth's greatness doesn't lie in his actual actions, but in the emotional fucking-with-us he pulled off with them. Kefka took over the whole world, but we didn't really care that much, it was just another plot point. IMO, there is no "Best Villain". Kefka rocks on many levels, yeah, but that's mainly because of the humor he finds in the way he does his evil deeds we find interesting. Evil comes in all flavors in FF; take Vayne Solidor, sure, he was obviously a bad guy at first sight, but the way he employs tactics and diplomacy is nothing short of genius. Villains like Seph and Seymour just run around doing random things, and then explaining their motives whenever the party encounters them. May appeal to emos, but meh.

That's because people are stupid. I'm sure you've heard this quote before:

I mean, sure Kefka takes over the world and blows a lot of stuff up, but Kuja completely annihilates an entire planet mid-game, plus, he destroys the entire UNIVERSE at the end. He takes the best traits of both Kefka and Sephiroth and amplifies them. Too bad he's visual kei.

Kefka, to me, was the villian of the greatest FF game of all time... but not the best villian by far. While it's true that he did suceed, you can also say that his success was due to the fact that everyone on the hero party was dumb as shit in comparison, so Kefka fails at everything but being funny.
Seph fails immediately. For all of his glorification beforehand, in the game all we see is a hollow shell of someone who was supposed to be a genius. Instead we have an irratic psychopath with a god complex only trumped by his mama complex (I mean seriously, what the fuck: I read some books in a basement then I lost my mind? Bullshit; that game needs some rewriting).
Seymour was a political genius in the cutscenes, but even if you play to the end he still doesn't make any sense. Again, like the last two, an asshole with a god complex.
Vaine didn't even seem like a real villian. Just another guy doing what politicians do: Lie and get people killed. Honestly, the plot in 12 sucked shit, and it was easier to sympathize with your enemies, 'specially after you meet the "Gods."

Kuja, on the otherhand, was a real villian.
Wits? Check! Money? Check! Warped personality that reflected in all of his other activities, like you know,m his clothes? Check! Was it worth fighting him in the end, and could we see what we were up against, unlike with Sephiroth? Check!

Instead of making "enhanced" remakes of the original Final Fantasy, they should re-write it. They had a good thing going with the time-loop Chaos made, but the whole game's story was told in like 4 paragraphs of text.

I am neither a furry or a trap lover. IX is one of my favorite FFs of all time. I've played FF1 through FF12 and Dirge of Cerberus and Tactics. (Still need to restart 5 though) I liked that a thief was the hero. Thats great. And so many black mages. It was old school and I enjoyed the comedy. Alot of dramatic moments too. I felt so sorry for Vivi.
