I think the manga Keiichi would do that. But the movie/TV Keiichi showed a lot more backbone. He’s shown a willingness to stand up and confront at times. He asked Belldandy out on a date early in Season 1. And he did proclaim his love for her in a later ep.

Actually the episode where he confessed his love is adapted from the manga, as is their date, also in the manga he has shown bravery on many occasions, he's mostly gutless when it comes to Belldandy, although since he doesn't know how far Belldandy is willing to go, she has said she's not ready for sex and seems very naive and oblivious about sexual matter, its somewhat understandable. Its possible that one of the things Belldandy loves about Keiichi is that he doesn't push or pressure her.
