Well on the issue of the house, the characters do get upset, but its not out of character, first off, its not that the house was destroyed, but that it was warped and was not able to be fixed, that i actually worse than it just being destroyed, as destroyed they can fix, this they cannot, also Belldandy doesn't vow revenge, but she does feel that justice should be meted out for what has happened, that's not out of character, Belldandy isn't saying that she wants to torture or kill the person who did this, making them pay from her point of view could just mean putting it back properly, probably does mean that considering how much she likes things to be clean and orderly.
As for Rind, she didn't actually show skill at magic in her first appearance, she showed power, but not skill, and it makes sense, she probably knows a few spells, but since she's spent her life working at being a super soldier, she has neglected her training in other fields. As a result while she has a lot of power, Magic, like repairing something, takes precision and control that she doesn't have. Showing her as bad at magic isn't out of character.
As for being a bit freaking out at the other characters, that just shows that she realizes just how badly she screwed up, plus we've already seen that Rind has loosened up a bit, so she's less the super serious person that she was in the Angel eater arc, its called character growth.
